  • Objectives of the study: This study is a collaboration between International Labour Organization (ILO) and the International Organisation for Migration (IOM) in Malaysia. It builds on ILO-s regional studies on migration and labour market mobility10and a recent IOM paper (to be published in 2024) on global comparative overview of labour market mobility by migrant workers and it seeks to ground the discussion in Malaysia by drawing from experiences of stakeholders. A draft paper focusing on Malaysia, which includes a case study on palm oil sector, has been prepared by IOM which the ILO currently seeks to extend by developing a case study on the construction sector.This study aims to improve the knowledge base as well as to inform the ILO and IOM-s technical assistance strategies, policy and capacity building interventions, and collaboration with ILO-s tripartite constituents towards improving labour market mobility and promoting fair recruitment for migrant workers as well as to contribute to the eradication of forced labour in Malaysia.
